A ServletContextListener called
org.exoplatform.container.web.PortalContainerCreator
is added to create the current portal containers that have been registered.
It is assumed that all the web applications have already been loaded before calling
PortalContainerCreator.contextInitialized.
In eXo Platform, the PortalContainerCreator is
already managed by the starter.war/ear file.
