Click the plus sign icon on the Labels section, then select :
Alternatively, you can click the right arrow corresponding to any label under the Labels section, then select :

In the second way, the created label will be a sub-label under the corresponding label.
Fill the label name in the text box that appears, for instance:
Press Enter key or just click out the box, you will see the newly created label.
